Advocacy Win: Deductibles Added to Insurance Cards

At the beginning of ACEP’s surprise billing advocacy efforts, we asked Congress to require insurance companies to include the patient’s deductible on their insurance card. Our “Framework for Protecting Patients When Emergency Care is Out-of-Network” specified:

“To ensure policyholders better understand the limits of their insurance coverage and all potential out-of-pocket costs when seeking care, insurers will be required to display the patient’s deductible amount on policyholders’ insurance cards.”

Our advocacy worked! Congress incorporated our idea into the No Surprises Act that went into effect on Jan. 1, 2022. Patients will now be reminded of their deductible when they pull out their insurance cards, reinforcing that the costs are due to the insurer and not the emergency physician.
